Division 1A (Div1A) Regional Open Circuit (ROC) is open to USA Fencing members with a competitive type membership, and foreign fencers with a current ICL (International Competitive License), are eligible to fence in open/senior competitions. Foreign fencers will be required to create a profile in the USA Fencing database prior to competing in any sanctioned tournament. Fencers must be at least 13 years old on January 1 in the year of the competition or in the Junior national rolling point standings (NRPS). **There is no classification requirement.
Division II (Div2) Regional Open Circuit (ROC) is open to fencers 13 years and older with a classification of C or below. Regional points are awarded to the top 40 percent of the field (top 10 if the event has 25 participants). **Fencers who are under the normal age limit for Senior, but are eligible to compete by virtue of being on the Junior National Points list require a manual registration process. USA Fencing and Dallas County Health Department COVID-19 safety protocols will be enforced for the duration of the tournament, including the requirement to wear COVID masks at all times inside the venue. If you cannot comply do not register for this tournament. These protocols and tournament requirements due to COVID-19 may change at anytime. You will be notified through your USA Fencing membership portal if there are additional requirements. Self-monitor and be symptom-free for at least 14 days prior to tournament. Stay home if you have had close sustained contact in last 14 days with anyone who was sick or known or believed to have COVID-19. Stay home if you are sick or do not feel well.
Fencers should come to the tournament already dressed in freshly washed fencing uniform. Changing in bathrooms will not be permitted, so you will need to come dressed to be able to comfortably change in other areas (socially distanced in the venue or outdoors).
Agree to temperature check on arrival. Any individual with a fever of greater than 100.4 degrees Fahrenheit, or any other symptoms of COVID-19, will not be admitted and will be asked to leave the venue immediately.
Everyone in the venue must wear a surgical or double cloth mask covering nose and mouth at all times when in the venue; no gators or bandana style masks are allowed. The only exception is when eating or drinking, or when social distanced from any other person by a minimum 6 foot diameter to catch your breath. There is no exception to this requirement. We cannot accommodate those with conditions that would preclude wearing a mask, so anyone unable to wear a mask should stay home. Any person refusing to wear a mask will be subject to penalty under offenses for Disturbing Order On Strip, or Disturbing Order Off Strip, as appropriate.
Everyone must practice social distancing. Refrain from contacting other participants and attendees (handshakes, body contact, etc.).
Plus 1 (other than those actively coaching a fencer on strip) must remain in designated seating areas off the fencing floor. Fencers should be comfortable with basic tournament procedures (including how to hook up) and troubleshooting, as no one will be allowed on the fencing floor.
Fencers must remain in designated seating areas when not actively fencing. All warm-up activity must be done in designated areas.
Use good hygiene and wash your hands frequently. Cover your mouth and nose with a tissue or your elbow if you cough or sneeze. Avoid touching your face, eyes or mouth with unclean hands.
Do not share equipment such as weapons, body cords, fencing masks, gloves or uniforms, with others.

Registrations for each event in this tournament are capped at 25 entries due to county and state COVID restrictions. There will be a wait list maintained by USA Fencing. If there are withdrawals, the first paid person on the waitlist will be entered, so be sure to include a payment form if entering the waitlist. The regular fee deadline for the tournament is March 11, 2021. Late registration will be open until March 20th, 2021, at triple fees. No registrations will be taken at the door - period.
COVID 19 POLICIES: Please note that in addition to the protocols outlined in the USA Fencing Return to Competition Guidelines and pointed out above, the following additional measures will be in place:

Each athlete may designate a "Plus 1" to accompany them. A "Plus 1" may be a Coach, family member or friend; however, each athlete is allowed only ONE Plus 1 designee. This person must be designated on the athlete's COVID Questionnaire. The Plus 1 will have to fill out a COVID screening form, and will subject to the same onsite screening and COVID requirements. Equipment Check Protocols. In order to reduce gatherings in armory lines, and create better social distancing, events will have specific check-in times for weapons check. Anyone may come the night before their event. Fencers should approach the Armory table only when asked, and will be expected to remain behind the tape mark on the floor while their equipment is checked. Once marked, the Armorer will call the fencer forward to collect their equipment. Fencers should maintain 6 feet distance between the Armorers and other fencers when in line.
FRIDAY EVENING and SATURDAY ARMORY TIMES
SUNDAY ARMORY TIMES:
Pools Process. Tournament seeding will be posted upon the close of late registration. Fencers should verify their ratings, club, national points and other information. Pools will be posted 36 hours before the event start time for your review. Contact firstname.lastname@example.org with any corrections immediately. Pools will be finalized the evening before the event begins and no changes will be made after pools are posted (other than no-shows). Fencers are responsible for reporting to strip 15 minutes prior to the designated start of pools and check in with the referee. Referees will announce the pool results; no pool sheets will be handled by the fencers. There will be no posting of pool results inside the venue. Fencers may view their pool results at fencingtimelive.com on their smart phones.
DE's Process. Fencers are requested to wait in designated areas or outside until it is time for their DE match to begin. Other than the top 8 finalists, once a fencer is eliminated, we request that you exit the venue with your Plus 1 (unless this is a coach). This will help us maintain social distancing and reduce the number of persons inside the venue to maintain COVID requirements. The results of a DE bout will be announced and verified by the fencers. The referee shall note the fencers agreed with the score. Only the referee will handle the DE slip.
Social Distancing. Fencers and attendees are expected to maintain 6-10 feet social distancing when not on strip. Plus 1 individuals must remain off the fencing floor and in the designated areas for spectators unless actively coaching. Only coaches are allowed in the coaching area near the ends of the strips, and only when actively coaching their student.
Food and Drink. There are no food or drink establishments within walking distance of FIT, and there will not be a concessions due to COVID health regulations. Food or drink may be brought in from outside. All trash should be taken out with you or disposed of properly. We are not allowed to refill water bottles from the sinks; you should bring extra filled water or sports drinks with you. Social distancing is required when eating or drinking. All hard surfaces should be cleaned before and after use; disinfectant is located throughout the venue.
COVID Masks. USA Fencing prescribed COVID face masks must be worn at all times (double layer, no gator or bandana style - must be secured around head, covering nose and mouth, etc.). We recommend fencers bring 2-4 additional masks with them depending on how much they perspire. The Tournament Organizers reserve the right to adjust these protocols as necessary in order to ensure smooth running of the event and in order to comply with any additional restrictions or mandates imposed by national, state, or local authorities.
Wait List. If you are not one of the first 25 to register for the event, we urge you to put your name on the waiting list with a method of payment. Waitlisted athletes are taken on a first come first served basis if they have a payment form.
Registration fees and Administration fees are NON-REFUNDABLE. Refund requests for event fees must be received IN WRITING (email is fine) by March 20, 2021 11:59PM Central Time. Refund of events fees can be requested by sending an email to email@example.com. Refunds after March 20th will be given on a case by case basis for documented illness/injury or family emergency. Starting March 24th, 2021, NO REFUND, NO EXCEPTION for any reason.
Refunds are processed 4-6 weeks after the conclusion of the tournament and will be paid to the original credit card used at the time of signup. All refunds are processed through the USA Fencing National Office.
Event fees are refundable without question until March 14; for medical and emergency reasons until March 20. Admin and registration fees are non-refundable. After March 20, refunds will be given on a case by case basis for documented medical or family emergency reasons.
